The NWCIP was organized by the Building Construction Trades and is administered by a labor/management Oversight Committee comprised of equal number of representatives from labor and management. Their responsibilities include:

Establishing the terms of the agreement that underlie the program
Selecting the individuals who will serve as Ombudsman, Mediators and Arbitrators
Establishing the criteria for involvement by insurance companies and monitoring their performance
Overseeing the ongoing activities of the entire program
